* add a dependency to ARCH_TEGRA_2x_SOC in Kconfig to all tegra20 based boards
  and TEGRA_PCI
* make powergating dependent on ARCH_TEGRA_2x_SOC
* remove dependency on ARCH_TEGRA_2x_SOC for clock.c
