Rename CONFIG_PERIODIC_HZ to CONFIG_HZ_PERIODIC in
order to stay consistent with other tick implementation

CONFIG_HZ_PERIODIC
CONFIG_NO_HZ_IDLE
CONFIG_NO_HZ_FULL
