Enable the __efistub_global define to place variables in the
.data section for both CONFIG_ARM and CONFIG_ARM64.
This places the EFIstub sys_table variable and other EFIstub
static variables in the .data section for both CONFIG_ARM and
CONFIG_ARM64.
