is acpi-cpufreq loaded ? and cpufreq-ondemand ?
(Also make sure the relevant sysfs knobs are set to use ondemand)
If no: Make them so!
If yes: boot with cpufreq.debug=7 and send the dmesg
to cpufreq@vger.kernel.org
