Documentation: Add Frank Rowand to list of enforcement statement endorsers (2017-11-04 11:52:39 +0100)

Documentation: enforcement-statement: name updates
Here are 12 patches for the
Documentation/process/kernel-enforcement-statement.rst that add new
names, fix the ordering of them, remove a duplicate, and remove some
company markings that wished to be removed.
All of these have passed the 0-day testing, even-though it is just a
documentation file update :)
