Subject: [PATCH] genericirq.rst: Remove :c:func:`...` in code blocks

In code blocks, :c:func:`...` annotations don't result in
cross-references. Instead, they are rendered verbatim. Remove these
broken annotations, and mark function calls with parentheses() again.
