[PATCH] riscv: move flush_icache_range/user_range() after flush_icache_all()

When build lkdtm module, which used flush_icache_range(), error occurred,

ERROR: "flush_icache_all" [drivers/misc/lkdtm/lkdtm.ko] undefined!

Fix it.
