Hello!
This series prevents /proc/cpuinfo from piling up quite so many redundant
IPIs, and also avoids IPIing idle CPUs.
1. Avoid cpuinfo-induced IPI pileups.
2. Avoid cpuinfo-induced IPIing of idle CPUs.
