[for-linus][PATCH 3/4] tools/rtla: Build with EXTRA_{C,LD}FLAGS

To allow for distributions and other builders to apply hardening
policy and other customisation, append EXTRA_CFLAGS and EXTRA_LDFLAGS
to the corresponding variables.
