It is no longer possible to build a kernel with a preemption-disabled
RCU without use of CONFIG_PREEMPT_DYNAMIC=n.  This commit therefore
adds CONFIG_PREEMPT_DYNAMIC=n to the scf torture type's NOPREEMPT
scenario file.
