Replace mentions of PREEMPT_AUTO with PREEMPT_LAZY.

Also, since PREMPT_LAZY implies PREEMPTION, we can just reduce the
TASKS_RCU selection criteria from:

  NEED_TASKS_RCU && (PREEMPTION || PREEMPT_AUTO)
to:
  NEED_TASKS_RCU && PREEMPTION
