In preparation for support of Airoha AN7583 PCIe PHY driver, add EN7581
tag to PCIe PHY driver and register header.
This is needed to better differentiate the 2 driver and 2 register
header between EN7581 and AN7583 that require a very different
setup process to make the PCIe port work.
