Replace deprecated SIMPLE_DEV_PM_OPS with DEFINE_SIMPLE_DEV_PM_OPS macro
and use pm_sleep_ptr() to initialize pm_ops. This also allows us to drop
the checks for CONFIG_PM_SLEEP.
