Convert that path to pre-allocate and swap: a failure returns the error with both the queues and the flag word untouched. The flag becomes part of the queue-set configuration rather than being written before the rebuild and rolled back on failure, so apc->priv_flags never describes queues that do not exist. Scheduling queue_reset_work() on failure goes with it, leaving the TX timeout handler as its only user. The existing shortcuts keep their behaviour - a down port, or full-page RX already forced by a jumbo MTU or an attached XDP program, still just records the value - but now share one condition.
