[PATCH v3 4/9] docs/zh_CN: reorganize process debugging guides

[Dongliang Mu <dzm91@hust.edu.cn>]

Move the GDB debugging translation into process/debugging. Update the
process and development tools indexes to match the current English
structure.

Update the zh_TW admin-guide README reference to the moved zh_CN GDB
guide.

Synchronize the process index with upstream revision a03ef333fbd6.
