[PATCH 2/3] arm64: tegra: Add regulator for Jetson AGX Thor system EEPROM

Add the 1.8V regulator that supplies the EEPROM on the Jetson AGX Thor
carrier board to fix the following warning:

 WARNING KERN at24 1-0056: supply vcc not found, using dummy regulator
