Due to mailing problems this was missing from take 1. This, the third part of the high-res-timers code, implements the POSIX clocks and timers functions. This code takes advantage of the prior two parts to allow timers with high resolution. Clocks are defined to allow either 1/HZ resolution or 1 micro second resolution. The CLOCK_MONOTONIC is also defined with both resolutions. Most of this code is located in kernel/itime.c with support bits in several parts of the kernel. This implementation defines a timer as a system wide resource with system wide limits on the number of allocated timers. This number can be set at configure time and is defaulted to 3000.
