This went to linux-arch, but didn't get much response. Dave Miller
thought it looked fine, although I guess this was probably "in
concept" rather than a detailed review.

Andrew, would you care to put it in -mm, or would you rather we get
through the current scheduler patches first? (Note that this patch
is completely seperate to them, and shouldn't change behaviour nor
cause many patch conflicts, I hope).

Been tested on a few things, i386, x86-64, sparc64, ia64.
