Maybe a flag, say OwnedByHyp = 1 returned for the root equivalent of the guest driver's
GetLogicalDeviceProperty hypercall can solve this.

If there's no difference between HV_DEVICE_DOMAIN_AVAILABLE = 1 and
HV_IOMMU_CAP_PRESENT = 1 combined with HV_IOMMU_CAP_S2 = 1, then we can skip the detect
function and just detect and init all in one like the guest driver.
