This looks like a resend of a patch you posted earlier with the charset
in the mail header fixed.

When you do resend, please make it obvious for reviewers it is a resend.

In this case, you have changed the title and changelog text, so it
should have been sent as a v2.

You are attempting to fix an issue in a translation of
SubmittingPatches (original one is now submitting-patches.rst
under Documentation/process/), so please follow the conventions
described there. 

Anyway, Jon might just pick this one with his edit of changelog.
