I managed to get this fixed within iproc_pcie_config_read(). By doing it 
this way, as you suggested, now lspci and dump of 
/sys/bus/pci/devices/xxx:yyy:zzz.w all show correct data.

I'll send out v2 of the patch series with the fix.
