[PATCH v3 1/3] rust: error: Change `LayoutError` to internal

Add an implementation of `From<LayoutError> for Error` for the
`kernel::alloc::layout::LayoutError`.
Remove the implementation on `core::alloc::LayoutError`, because we
don't use it anywhere.
