That's not a fix. Nothing is broken.
The patch changes what BPF_PROG_QUERY returns to user space and
existing bpftool will start printing "unknown(42)" for such progs.
That shouldn't go to stable.
Drop the Fixes tag and resend the series for bpf-next.
