Why not simply do:

bool nf_log_is_registered(int pf)
{
	int i;

	for (i = 0; i < NF_LOG_TYPE_MAX; i++) {
		if (rcu_access_pointer(loggers[pf][i]))
			return true;
	}

	return false;
}

?
