GNSS updates for 6.19-rc1

Here are the GNSS updates for 6.19-rc1, including:

 - add support for claiming and deasserting the safeboot pin found on
   recent u-blox receivers
 - fix timepulse pin description in the devicetree binding

Included are also some related binding updates.

All have been in linux-next with no reported issues.
