'ACPI_VIDEO || !ACPI' would be the direct equivalent of the existing 'select ACPI_VIDEO if ACPI', while 'ACPI_VIDEO || !ACPI_VIDEO' would allow building with ACPI=y and ACPI_VIDEO=n, which is not possible today.
