Rename TAINT_UNSAFE_SMP to TAINT_CPU_OUT_OF_SPEC

Rename TAINT_UNSAFE_SMP to TAINT_CPU_OUT_OF_SPEC, so we can repurpose
the flag to encompass a wider range of pushing the CPU beyond its
warrany.
