irqchip: Add support for Marvell Orion SoCs
This patch adds an irqchip driver for the main interrupt controller found
on Marvell Orion SoCs (Kirkwood, Dove, Orion5x, Discovery Innovation).
Corresponding device tree documentation is also added.
