[PATCH] checkpatch: Warn on bare 40 byte SHA-1 commit IDs

Commit IDs should have commit descriptions too.
Warn when a bare 40 byte SHA-1 is used in commit logs.

It might make more sense to check hex value lengths from
12 to 40 instead. The longest English word length I found
with just a-f was 7. (acceded/defaced/effaced)
