This patch is from Nathan Lynch <ntl@pobox.com>.

The rtasd thread should not hold the cpucontrol semaphore while
sleeping between event scans in its first pass; it needlessly delays
boot by one second per cpu when CONFIG_HOTPLUG_CPU=y.
