[PATCH net-next v2] gtp: fix repeated word 'to' in comment

Drop the second 'to', reported by checkpatch.pl as a possible repeated
word. Only touches a comment, no code changes.

Notes:
    v2: designate the patch to net-next and use a subject prefix naming the
