No. You need neither read nor execute permission to create a hard link.

Even if you needed read or execute permissions to create hard link, this isn't
always possible. Some files have to be world readable.

Setuid-root binaries also work in a home directory.
You can try it by doing this test:
ln /bin/ping $HOME/ping
$HOME/ping localhost

If this is REALLY neccessary, it might be possible to prevent hard links to
