[S390] Add/extend WARN_ONs in smp_call_function & smp_call_function_on.

[S390] Add/extend WARN_ONs in smp_call_function & smp_call_function_on.

Let smp_call_function & smp_call_function_on complain if called with
interrupts disabled or called from a wrong context.
