This is a trivial change, it allows you to enable the BOOT_RAW symbol
on systems that it isn't otherwise the default on.

This exposes the CONFIG_BOOT_RAW symbol in Kconfig. This is needed on certain Broadcom chipsets running CFE in order to load the kernel
