[PATCH] perf: Fix perf-targz-src-pkg building failure

Commit 01ca9fd41d6f2ad796a6b109b5253e06b6ae6dc7 ("tools: Add err.h with
ERR_PTR PTR_ERR interface") introduces 'linux/err.h', but forgot to insert
it into MANIFEST, which causes failure when calling tests/perf-targz-src-pkg
to create tarball and building.

This patch add it into MANIFEST.

Jiri fixed this already, its in my perf/ebpf branch, that will all but
the last patch become perf/core today:
