[PATCH] tools: add install make target for liblockdep

[PATCH] tools: add install make target for liblockdep

[Alexander Sverdlin]

Allow user to call "liblockdep_install" target. Also add liblockdep to "all"
and "install" targets (as "help" command suggests).
