Yes, the ordering does need to be visible to uninvolved CPUs, so
release-acquire is not necessarily strong enough.

My current thought is like this:

	if (IS_ENABLED(CONFIG_ARCH_WEAK_RELEASE_ACQUIRE))
		smp_mb();

Thoughts?
