No, it means that the current cpu_resume users are aware whether they
are calling into Thumb code or not (via bit 0 of the address.)

This is not the case for the code you are introducing.  You are adding
code prefixed by .arm, and branching to code prefixed by .thumb.  The
branch instruction does not switch between ARM and Thumb mode.
