[PATCH] x86/asm: Implement local_xchg using CMPXCHG without lock prefix

Implement local_xchg using CMPXCHG instruction without lock prefix.
XCHG is expensive due to the implied lock prefix.  The processor
cannot prefetch cachelines if XCHG is used.
