Now that the HK_TYPE_DOMAIN cpumask is updated at run time to reflect
changes made in isolated cpuset partitions. We no longer need a separate
cpuset_cpu_is_isolated() function for checking isolated CPUs generated
by cpuset. Revert commit 3232e7aad11e ("cgroup/cpuset: Include isolated
cpuset CPUs in cpu_is_isolated() check").
