Drop CONFIG_HAVE_ARCH_PFN_VALID handling, as CONFIG_HAVE_ARCH_PFN_VALID
is never used with CONFIG_MEMORY_HOTPLUG, as the latter depends on
CONFIG_SPARSEMEM_VMEMMAP. Make sure it stays that way.
