It isn't true here: isl29028_probe() calls pm_runtime_enable() before
iio_device_register(), so neither callback can run before runtime PM is
up.

Agreed, and it was on me to check.
v3 will use PM_RUNTIME_ACQUIRE_AUTOSUSPEND() in both functions.
