[Bluetooth] Replace info message about SCO MTU with BT_DBG
This patch replaces one BT_INFO with BT_DBG. With this change the
use of getsockopt() don't pollute the kernel log with the info about
the SCO MTU if debugging is disabled.

[Bluetooth] Make READ_VOICE_SETTING available for normal users
This makes the HCI command READ_VOICE_SETTING available for normal

It's been 4 weeks since 2.4.21-pre4 went out and the pre4->current
diff is over 3 megabytes. Anything special holding off -pre5?
I wouldn't be surprised if Alan had 100+ patches queued up
to be merged after a new tag release.

Before you do that could you please pull a couple of Bluetooth fixes from
bk pull bk://linux-bt.bkbits.net/bt-2.4
