Subject: [PATCH] net: docs: fix grammar in ARCnet documentation

The sentence "It following options on the command line" is missing a verb.
Fix it by changing to "It has the following options on the command line",
making the documentation grammatically correct and easier to read.

It looks like the changelog is mangled, the above lines should not be
included here.

Do not apply cleanly to net, needs a fixes tag, and the target tree
('net' in this case) specified in the subj prefix.

Please have a good read to the process documentation before the next
submission, thanks!
