When I'm used 2.4.21-rc2 I didn't get this message, but I'm used gcc-3.2.3.
Kernel 2.4.21-rc6 is my first kernel which I use gcc-3.3.

That's related to the ati drivers you're using.. You must get in contact with ati. Their drivers are for specific vendor-kernels only and won't work together with other versions. Maybe you can convince them they'd better release them under a free license..
