'seeky' is not a  property of the media.  I think you meant on storage
devices with a high seek cost.

I'm not sure we need documentation of this tunable twice.  Why not just
give guidance on when it should be set to 0 in the next section
(group_idle) and refer to cfq-iosched.txt?
