With sbm infrastructure in place, convert the global nohz.idle_cpus
cpumask to use sparsebitmap (sbm).

  [ prateek: Used sbm_for_each_bit_wrap(), and adapted find_new_ilb() to
    the current SMT aware scheme. ]
